MANAGEMENT OF TECHNOLOGICAL STORAGE FACILITIES AND SALES OF OIL REFINING PRODUCTS
ABSTRACT
The article examines the issues of creating a methodology for justifying the structure of automated systems by technological objects for storing and selling oil refining products, improving the method for displaying the characteristics of functional tasks and corresponding information processes on variables and parameters that characterize the structure of the automation complex of automated systems.

В статье рассматриваются вопросы создания методики обоснования структуры АСУ технологическими объектами хранения и реализации продукции нефтепереработки, усовершенствования способа отображения характеристик функциональных задач и соответствующих информационных процессов на переменные и параметры, характеризующие структуру комплекса средств автоматизации АСУ.

Introduction. The need to develop an automated control system for technological facilities for storing and selling oil refining products is due to the intensification of the use of modern information technologies in industry. Achieving a competitive advantage in the conditions of a modern dynamic market becomes impossible without ensuring the maximum possible information transparency of activities and making optimal operational and long-term management decisions. Despite significant progress in the field of creating high-tech software and hardware in order to form a unified structure for automated control of technological facilities for storing and selling oil refining products, it is necessary to overcome a number of difficulties, in particular, such as ensuring correct data exchange between disparate applications, i.e. creating a single information space for reliable management of subsystems.
A unified information corporate environment for enterprises performing operations with petroleum products will not only ensure monitoring of the entire production panorama based on, among other things, cartographic information, but will also help overcome the inefficiency of separating tactical and strategic tasks of managing technological facilities. The total annual volume of the motor gasoline market in the Fergana region can be estimated at 360 thousand tons per year, the volume of the diesel fuel market is about 300 thousand tons per year. The conducted analysis of the structure of motor gasoline supplied to the Fergana region showed that high-octane gasoline accounts for about 49% of all motor gasoline supplied. At the same time, in neighboring regions, high-octane gasoline accounts for 66 to 80% of the total volume of gasoline supplied. Consequently, a significant portion of the petroleum products sold in the region (from 17 to 31%, in absolute figures from 60 thousand tons to 110 thousand tons) is illegally brought to high octane numbers.
The development of a method for mapping the characteristics of the FL and the corresponding information processes (IP) onto the variables and parameters characterizing the structure of the KSA includes:
• structuring the task of displaying the characteristics of the FD and the corresponding IP on variables and parameters;
• construction of an Ishikawa diagram characterizing the relationship between the factors determining the structure of the KSA and information processes;
• construction of a similarity diagram to systematize factors;
• construction of a Pareto chart to select the most priority factors.

The sale of oil refining products includes the following stages:
1. Construction of a model for assessing the cost of the PTC.
1.1. Formation of the dependence of TSS and TRS as a function of their main parameters.
1.2. Construction of an algorithm for solving the problem of constructing a model for assessing the cost of TSS and TRS under conditions of small samples of experimental data.
2. Formation of dependencies for calculating the time of solving the control problem
3. Formation of the target function and limitations of the synthesis of the ACS structure.
4. Selection and justification of the method for solving the optimization problem. 5. Development of a general algorithm for solving the problem of synthesizing the structure of an automated control system.

. The conducted analysis of the features of the considered sphere and the specifics of solving such problems shows that the assessment of the nature of the relationship of processes with variables and parameters characterizing the structure of the KSA is implemented in several stages:
Results. The analysis of the mapping of the characteristics of the FD and the corresponding information processes onto the variables and parameters characterizing the structure of the KSA, using the Pareto diagram, show that the following factors (characteristics) should be taken into account when synthesizing the structure: the volume of the hard disk drive, the performance of the central processor of the PTC, information security (in terms of integrity and confidentiality of information). The automated control system is designed to monitor statistical reporting of inspections of gas stations and oil depots, and the results of quality control of petroleum products through the use of modern automation tools and advanced IT.
Conclusion: The analysis of the state of the subject area was carried out, including: the system of control and accounting of process parameters, as well as the system of management of technical storage and sale of oil refining products by executive authorities and management bodies; the structure of information flows and the synthesis of the information network of the integrated information processing and management system.
