Тhe problems of the institualization of democratic institutes of the self-regulation of the quality activity in land-utilization field

АННОТАЦИЯ

В статье речь идет о противоречиях, которые сопровождают процесс делегирования полномочий государства гражданскому обществу. Эти противоречия опасно проявили себя в организации оценочной деятельности. Институционализация демократичных институтов саморегулирования оценочной деятельности происходит болезненно и с искажением самой идеи урегулирования конфликта интересов. В сфере землепользования нельзя действовать без стратегии, идеологии и методик оценки земли, в противном случае государство порождает социальную напряженность, которая может перейти в тяжелый конфликт с гражданским обществом.

ABSTRACT

The article tells about the contradictions that go along with the process of the delegation of the authority of the state to the civil society. These contradictions became known dangerously in the organization of the quality activity. Institutionalization of the democratic institutes of self-regulation is happening badly and with the distortion of the idea of the regulation of the conflict of interests. In the land-utilization field we cannot act without any strategy, ideology and methods of the land evaluation, otherwise the state gives rise to the social tension that can transform in a big conflict with the civil society.
